On August 20, the Cloud Computing & IoT Association in Taiwan (CIAT) joined forces with the Taiwan Space Agency (TASA) and Taiwan’s three major telecom providers—Chunghwa Telecom, Far EasTone Telecommunications, and Taiwan Mobile—to host the 2025 Taiwan Satellite Communication Industry Forum. Under the theme “Towards a New Era of B5G and Resilient Connectivity,” the event brought together representatives from industry, government, and academia to explore Taiwan’s opportunities and strategic positioning in the global low Earth orbit (LEO) satellite communication landscape. The forum focused on three key areas:
- Technological Foresight: Trends in B5G and LEO satellite communication development
- Practical Applications: Use cases in remote education, smart transportation, and disaster relief
- Industry Collaboration: Building Taiwan’s satellite communication industry chain and promoting cluster-based development
On the front of innovation and research, the Taiwan Space Agency (TASA) has announced the latest progress in its “Beyond 5G LEO Satellite Program.” The initiative aims to build a resilient and secure national communication network using a “2+4 satellite” deployment strategy. This program adopts an innovative mechanism that combines public tenders with subsidies to encourage domestic companies to participate in satellite design, manufacturing, and operations. It also offers hands-on technical guidance and spaceflight heritage verification, with the goal of cultivating a local supply chain, enhancing Taiwan’s space industry competitiveness, and expanding international business opportunities.
Chunghwa Telecom has unveiled its multi-orbit satellite deployment strategy, emphasizing the critical role of satellite communications in disaster response and network resilience. The company has already introduced low Earth orbit (LEO) satellite services and is planning to collaborate with international operators to promote direct-to-mobile satellite connectivity. In terms of practical applications, Chunghwa Telecom has deployed satellite equipment following the Hualien earthquake and typhoon disasters, demonstrating its capability to provide real-time communication support.
In the realm of innovative applications, the Syscom Group is exploring the development of integrated solutions that combine cloud computing with satellite-based Internet of Things (IoT) technologies. Ubiqconn Technology emphasizes that ground receiving devices are an indispensable component of low Earth orbit (LEO) satellite communications, urging Taiwan manufacturers to actively participate in supply chain production and international collaboration.
Geminisat presented a comprehensive blueprint for IoT applications across high, medium, and low Earth orbit satellites. They stressed the importance of multi-orbit satellite integration and remote applications, enabling real-time control of satellite communications across all orbital layers. This integration supports innovative use cases such as telemedicine and smart maritime solutions.
Meanwhile, Auden Techno Corp introduced a satellite testing map and resource platform designed to align Taiwan’s testing capabilities with international standards. They underscored the critical role of ground equipment testing in LEO satellite communications and shared efforts to promote mutual recognition standards for satellite equipment through collaboration with international organizations. The group also unveiled an innovative testing model that includes using drones to simulate equivalent distances for satellite signal tracking tests—breaking through the limitations of traditional laboratory environments.

Finally, the panelists unanimously called on the government to continue playing the roles of both “facilitator” and “integrator,” strengthening policy stability and resource coordination mechanisms to accelerate the technological deployment and commercialization of Taiwan’s satellite communication industry. Taiwan should leverage its existing strengths in ICT, establish cross-disciplinary collaboration platforms, and actively participate in the formulation of international standards—ensuring that its technological capabilities can truly reach the global stage.
Space technology is not something that can be accomplished by a single government agency, organization, or enterprise alone. Taiwan must foster collaboration among industry, government, academia, and research institutions to upgrade its industrial technologies and align with global standards. In response to the evolving international landscape of satellite communications, Taiwan needs to integrate its existing strengths—from components and system integration to application services—to comprehensively enhance its capabilities and further expand into international markets.
